Tapping into the Power of Longitudinal Data

The ultimate goal of a longitudinal data system (LDS) is to improve student achievement by promoting effective data use. Although collecting better data is essential, knowing how to analyze and apply this information is just as important. Analyzing the growth of students’ academic proficiency over time reveals the successes and areas for improvement of subgroups of students as well as individual learners from early childhood through post-secondary.

Longitudinal Data provides Knowledge and Access:
  • Teachers can tailor instruction to help each student improve;

  • Administrators can manage more effectively and efficiently; and

  • Policymakers can evaluate which policy initiatives show the best evidence of increasing student achievement.

The Story of American Samoa

In 2015 The American Samoa Department of Education (ASDOE) received a grant from the National Center of Education Statistics (NCES) to design and implement a P-20W longitudinal data system. 


During the planning phase of the implementation, a serious challenge became apparent.


The ASDOE needed to supplement existing resources to properly staff a project of this magnitude. To secure the needed skills and services for a successful implementation of the LDS, ASDOE turned to Framework. 


The ASDOE in partnership with Framework has built a longitudinal data system that is in alignment with their educational goals and is a reflection of their Samoan values. Major accomplishments include:

  • Incorporating data into the LDS from early learning, K-12, post-secondary and workforce agencies

  • Refreshing and enhancing the student information system

  • Providing reports and dashboards to drive data-informed decision making.
